Falconry is the sport of Kings in the Persian Gulf, and the falcon in the arms is seen as a symbol of Kuwaiti prowess. The official symbolism of the colors is black symbolizes battlefields, white is for deeds, green is for the meadows, and red is for the blood of Kuwait's enemies.\u003cbr\u003e   \u003cbr\u003e   Criteria: Awarded to members of the Military Coalition who served in support of Operation Desert Shield or Desert Storm in one or more of the following areas between 2 August 1990 and 31 August 1993: Persian Gulf, Red Sea, Gulf of Oman, Gulf of Aden, that portion of the Arabian Sea that lies north of 10 degrees north latitude and west of 68 degrees east longitude, as well as the total land areas of Iraq, Kuwait, Saudi Arabia, Oman, Bahrain, Qatar, and the United Arab Emirates. To be eligible, a service member must have been:\u003cbr\u003e   \u003cbr\u003e       (1) attached to or regularly serving for one or more days with an organization participating in ground\/shore (military) operations;\u003cbr\u003e       (2) attached to or regularly serving for one or more days aboard a naval vessel directly supporting military operations;\u003cbr\u003e       (3) actually participating as a crew member in one or more aerial flights directly supporting military operations in the areas designated above;\u003cbr\u003e       (4) serving on temporary duty for 30 consecutive days or 60 nonconsecutive days. These time limitations may be waived for members participating in actual combat operations.\u003cbr\u003e   \u003cbr\u003e   The Government of Kuwait offered the Kuwait Liberation Medal to members of the Armed Forces of the United States by letter dated 16 July 1994. The medal was accepted by Secretary of Defense William J. The Saudi version is also senior in precedence, owing to its having been authorized for wear years before the Kuwaiti version was offered.\u003cbr\u003e\r\n [edit] Description\u003cbr\u003e\r\n \u003cbr\u003e\r\n The Saudi version of the Kuwait Liberation Medal consists of a silver star of fifteen rounded points (with shorter rounded points between them) surmounted by a gilt medallion which contains a wreath tied at its based and a crown at its top. In the center of the gilt medallion is a silver representation of the Earth, over which is superimposed a gilt representation of the Kingdom of Saudi Arabia. Above the gilt medallion are the crossed swords and palm tree taken from the Royal Cypher. Beneath the gilt medallion is a swallow-tailed scroll with its ends folded back and point upward so they follow the contour of the gilt medallion. On the scroll are the words, LIBERATION OF KUWAIT in English, and the same inscription above it in Arabic.\u003cbr\u003e\r\n \u003cbr\u003e\r\n The ribbon bar to the medal bears a gilt device consisting of crossed swords (point up) superimposed over a palm tree. This device is taken from the Royal Cypher. The device is not used on the suspension ribbon to the actual medal.\u003cbr\u003e\r\n \u003cbr\u003e\r\n Service must have been performed in support of Operation Desert Storm and the liberation of Kuwait, between 17 January 1991 to 28 February 1991. A period of active duty for training which was authorized to be performed in lieu of a regular annual field training period will fulfill this requirement.\u003cbr\u003e\r\n \u003cbr\u003e\r\n     (2) Effective 24 April 1961, attendance with an SMCR unit, to include duty in an IMA billet in Training Category A, of 90 percent of all scheduled drills each year for 4 consecutive years. Eligibility for the medal prior to that date is based on 80 percent attendance of all scheduled drills. (Approved pirate duty or equivalent instruction-or-duty may be credited in lieu of drills.)\u003cbr\u003e\r\n \u003cbr\u003e\r\n     (3) In the case of officers and noncommissioned officers (sergeant or above), it is the responsibility of the commanding officer (or the Commander, Marine Corps Reserve Support Command (MCRSC) in the case of IMA Category A) to determine that the individual's service and performance of duty warrant the award. Enlisted personnel in grade corporal and below must have obtained for the first 4-year period, a combined average of conduct and proficiency markings of 4.0 or above. For subsequent 4-year periods, enlisted personnel must have obtained a combined average of conduct and proficiency markings of 4.5 or above. When it is evident that the individual who otherwise fulfills the eligibility criteria is not deserving of this award because of a repeated record of valid indebtedness or other acts which are not in keeping with the high moral standards required of all Marines, commanding officers (or the Commander of MCRSC in the case of IMA Category A) will make appropriate recommendations to CMC (MHM) stating the reasons.\u003cbr\u003e\r\n \u003cbr\u003e\r\n     (4) SMCR members, including IMA Category A, when called to active duty in time of war or national emergency may be credited while on active duty with the annual field training and required drill attendance when they have served not less than 1 month on active duty during each qualification year. Such active service may be credited only for the purpose of qualification for the medal or bronze star toward which the reservist is working at the time of mobilization. When the reservist's 4-year period is completed, active duty subsequently performed may not be credited toward the issuance of a medal or star. If the period of active duty is of such duration that the reservist is ordered to inactive status prior to completion of the reservist's 4-year period, the time spent on active duty may be credited toward the award of medal or star, but credit for active duty will not be allowed for any 4-year period which began with the reservist on active duty. Once a medal or star is earned after mobilization, the reservist must return to drill and training status in the SMCR (including IMA category \"A\") before a new qualification period begins.\u003cbr\u003e\r\n \u003cbr\u003e\r\n     (5) When a member of the SMCR is unable to attend drills due to absence from the place of drill, or for causes beyond his\/her control, exclusive of sickness, the reservist should request a leave of absence for such period, in order that the absence from the regular drill period will not count against the record of attendance for eligibility for the Selected Marine Corps Reserve Medal.\u003cbr\u003e\r\n \u003cbr\u003e\r\n     (6) Retroactive to 12 January 1961, the medal will also be awarded to those officers prohibited by the rotation system, due to the lack of billets, from serving in the SMCR (including service as an IMA category A) for a 4-year period, provided they have met the following criteria:\u003cbr\u003e\r\n \u003cbr\u003e\r\n         Completed any continuous 5 anniversary years of satisfactory Federal service in the Marine Corps Reserve (including IMA Training Categories A, B, C, and D) as defined by regulations, which includes a minimum of 2 consecutive years of satisfactory participation as a member of an SMCR unit, or as an IMA Category A, during which attendance at drills and periods of annual field training meets the requirements cited in above.\u003cbr\u003e\r\n \u003cbr\u003e\r\n     (7) Any period of qualifying service beginning with SMCR membership interrupted by duty with the Active Reserve (AR) Programs shall not be considered a break in the said period of 4 consecutive years for eligibility. The first Purple Heart was awarded to MacArthur. Executive Order 11016, dated April 25, 1962, included provisions for posthumous award of the Purple Heart. Executive Order 12464, dated February 23, 1984, authorized award of the Purple Heart as a result of terrorist attacks or while serving as part of a peacekeeping force subsequent to March 28, 1973.\u003cbr\u003e\r\n \u003cbr\u003e\r\n The Senate approved an amendment to the 1985 Defense Authorization Bill on June 13, 1985 which changed the precedence from immediately above the Good Conduct Medal to immediately above the Meritorious Service Medals. Public Law 99-145 authorized the award for wounds received as a result of friendly fire. Public Law 104-106 expanded the eligibility date, authorizing award of the Purple Heart to a former prisoner of war who was wounded before April 25, 1962. The National Defense Authorization Act for Fiscal Year 1998 (Public Law 105-85) changed the criteria to delete authorization for award of the Purple Heart Medal to any civilian national of the United States while serving under competent authority in any capacity with the Armed Forces. This change was effective May 18, 1998.\u003cbr\u003e\r\n \u003cbr\u003e\r\n During World War II, nearly 500,000 Purple Heart medals were manufactured in anticipation of the estimated casualties resulting from the planned Allied invasion of Japan. To the present date, total combined American military casualties of the sixty-five years following the end of World War II - including the Korean and Vietnam Wars - have not exceeded that number. Specific examples of services which warrant the Purple Heart include any action against an enemy of the United States; any action with an opposing armed force of a foreign country in which the Armed Forces of the United States are or have been engaged; while serving with friendly foreign forces engaged in an armed conflict against an opposing armed force in which the United States is not a belligerent party; as a result of an act of any such enemy of opposing armed forces; or as the result of an act of any hostile foreign force. A Purple Heart is authorized for the first wound suffered under conditions indicated above, but for each subsequent award an oak leaf cluster is awarded. Not more than one award will be made for more than one wound or injury received at the same instant. A \"wound\" is defined as an injury to any part of the body from an outside force or agent sustained under one or more of the conditions listed above. A physical lesion is not required; however, the wound for which the award is made must have required treatment by a medical officer and records of medical treatment for wounds or injuries received in action must have been made a matter of official record. When contemplating an award of this decoration, the key issue that commanders must take into consideration is the degree to which the enemy caused the injury. The fact that the proposed recipient was participating in direct or indirect combat operations is a necessary prerequisite, but is not sole justification for award. Commanders must also take into consideration the circumstances surrounding an injury, even if it appears to meet the criteria. In the case of an individual injured while making a parachute landing from an aircraft that had been brought down by enemy fire; or, an individual injured as a result of a vehicle accident caused by enemy fire, the decision will be made in favor of the individual and the award will be made. As well, individuals wounded or killed as a result of \"friendly fire\" in the \"heat of battle\" will be awarded the Purple Heart as long as the \"friendly\" projectile or agent was released with the full intent of inflicting damage or destroying enemy troops or equipment. Individuals injured as a result of their own negligence, such as by driving or walking through an unauthorized area known to have been mined or placed off limits or searching for or picking up unexploded munitions as war souvenirs, will not be awarded the Purple Heart as they clearly were not injured as a result of enemy action, but rather by their own negligence.\u003cbr\u003e\r\n \u003cbr\u003e\r\n From 1942 to 1997, civilians serving or closely affiliated with the armed forces as government employees, Red Cross workers, war correspondents and the like were eligible to receive the Purple Heart.
