A gold color metal and enamel device 1 1/8 inches (2.86 cm) in width overall consisting of a brick red disc superimposed by a gold wheel charged with a gold sunburst surmounted by a blue disc bearing a gold fleur-de-lis, all encircled at top by a blue scroll inscribed "CARRY TO VICTORY" in gold and at bottom by a crossed gold sprig of laurel and an oak branch.
