A Silver metal and enamel device 1 1/8 inches (2.86 cm) in height overall consisting of a shield blazoned: Argent issuant from base four mountains Tenn'e, spanning each peak a flash Gules, in chief a bear's head erased Sable. Attached below the shield a Black scroll inscribed "WE GET THE MESSAGE THROUGH" in Silver letters.
