A gold color metal and enamel device 1 1/8 inches (2.86 cm) in width, consisting of a dark blue pentagon, one point up bearing a gold fleur-de-lis charged with two diagonally crossed red quills superimposed by a sword also red, all enclosed in base by a green laurel wreath and encircled at top by a gold scroll inscribed "IN SUPPORT OF VICTORY" in red letters.
