A Gold color metal and enamel device 1 1/8 inches (2.86 cm) in height overall consisting of a shield blazoned: Tierce in pairle Gules, Argent, and Azure; in chief a mullet Sable fimbriated and charged with the Alpha and the Omega interlaced Or, in base a terrestrial globe of the like. Attached over top of the shield is a Gold scroll inscribed "WITHOUT” in Black letters, on dexter side is a Gold scroll inscribed with "HESITATION” in Black letters and on sinister side is a Gold scroll inscribed with "OR FEAR” in Black letters.
